This page shows outcomes for youth as they transition to adulthood. It shows where they are doing well, where they may need additional support, and the parts of the country where the need is greatest.
This page shows information about the use of services by children and youth at risk, and how this varies across the country. It presents a selection of education and employment services, but will expand into other areas in future.
Insights was developed by the New Zealand Treasury's Analytics and Insights team with the help of Harmonic Analytics Limited, using data from Stats NZ's Integrated Data Infrastructure (IDI). All information shown in Insights is anonymous. IDI data is held in a secure environment and made available to researchers under strict conditions. The analysis is protected by Stats NZ rules to ensure that no individual can be identified.
Insights presents information about population change in New Zealand, and about risk, outcomes, and service use for children and youth.
The results from the population change tools are based on the estimated New Zealand resident population from June, 2008 – June, 2016, as outlined in Identifying the New Zealand resident population in the Integrated Data Infrastructure. People are considered to be resident in New Zealand if they spend at least 12 of the 16 months centred on our date of interest in the country. For example, to be considered as being resident in 2016, a person needs to spend at least 12 months in the country between October 2015 and February 2017.
The results from the children and youth tools are also based on an estimated New Zealand resident population from the end of December, 2013 - December, 2016, as outlined in Identifying the New Zealand resident population in the Integrated Data Infrastructure. Temporary migrants such as international students and working holidaymakers are excluded from the results, as we have limited data about their past, and they are not eligible for many services.
Results are mapped geographically according to people's residential address. This is based on addresses collected by a number of agencies, but in some cases may be out of date or inaccurate. The quality of geographic information in the IDI is discussed in Quality of geographic information in the Integrated Data Infrastructure.
The data presented in Insights was developed by linking administrative information across government agencies. The data will not always be accurate, particularly when presented at a very detailed level. In some cases information for one person may be incorrectly linked to information for a different person. The linking process is described at Resources for IDI users along with other technical information. While the results highlight the power of using integrated administrative data in new and innovative ways, some of the methods are exploratory in nature. Caution should be taken in interpreting the results of any detailed analysis undertaken using Insights. Counts have been randomly rounded to base 3 and small counts suppressed (replaced with an s) to protect confidentiality.
